Could be a family member, friend, or just someone you know.

When I say the worst, I don't mean the deepest in the red, necessarily. If it's caused by unforeseen life events (medical, deaths etc.) it's not what I am talking about.

When I say worst financial management, I mean someone who manages their money in the most boneheaded way you've ever seen, either wasting, spending excessive, choosing not to take an income, not managing debt properly and any combination on these.
